MDL Developments Ltd. propose working a limited
part of the current Penlee Quarry excavation to produce armourstone
as and when there is a local demand for such materials.
In December 1999 planning permission was obtained for a large extension
of the existing quarry. This permission related to a planning application
for continuing quarry operations and the extension and was required
under the Environment Act 1995. That Act specified that longstanding
mineral planning permissions should be revised and planning conditions
governing quarrying operations should be updated in line with current
good quarry practice. The Cornwall Mineral Planning Authority (MPA)
Planning Permission (99/W/0003) sets out 37 separate planning conditions
several of which required Schemes of Operation to control specific
potential impacts of quarrying.
MDL Developments Ltd., with their consultants, submitted a set
of Schemes to the MPA covering these requirements on 28 February
2006. The 270 page document includes an Introduction and seven separate
Scheme Submissions. Each Scheme Submission is accompanied by an
Environmental Impact Assessment (EIA) and a Non-Technical Summary
of that EIA.
